盛廷出海|从古巴到全球：盛廷助力跨境投资合作与项目落地

2026年10月10日，2026通州·全球发展论坛分论坛四"科技创新与产业链重构——共建亚太高质量发展新生态"在北京通州举行。北京市盛廷律师事务所创始人、主任律师毕文强应邀出席，并以《从古巴到全球：中国企业跨境投资的规则、交易与项目落地》为题发表主旨演讲。

从中古合作看新兴市场机会

演讲中，毕文强从中古长期友好合作基础切入，结合古巴外商投资项目目录，向与会嘉宾介绍了古巴在食品制造、能源、旅游等领域的投资合作方向。他表示，古巴不仅是中国企业值得关注的市场，也是观察企业如何进入新兴国别市场、理解当地投资规则并推进项目落地的一个样本。

跨境投资"七步法"

围绕企业跨境投资中常见的准入、合作伙伴、资金安排与退出机制等问题，毕文强提出"看机会、查准入、选伙伴、搭结构、通资金、管落地、留退出"的跨境投资"七步法"。他强调，法律服务应当前移至投资决策和交易设计阶段，而不是在争议发生后才介入，以此为中国企业跨境项目的实施提供全流程保障。

连接国别信息与跨境法律服务

据介绍，盛廷在跨境业务方向上的工作涵盖国别政策研究、投资机会推介、投资规则沟通、交易方案设计以及中外专业力量协同。盛廷律师事务所国际事务部主任薛高阳亦参加本次论坛。

毕文强表示，未来盛廷将持续关注中古经贸合作需求，依托专业研究、对外交流与项目服务方面的积累，为投资合作推介、项目对接及项目落地提供法律支持。

From Cuba to the World: Shengting Law Firm on Cross-Border Investment Rules and Project Implementation

On October 10, 2026, the sub-forum "Technology Innovation and Industrial Chain Restructuring — Building a New Ecosystem for High-Quality Development in the Asia-Pacific" of the 2026 Tongzhou Global Development Forum was held in Tongzhou, Beijing. Bi Wenqiang, founder and director of Beijing Shengting Law Firm, was invited to attend and delivered a keynote speech titled "From Cuba to the World: Rules, Transactions, and Project Implementation in Chinese Enterprises' Cross-Border Investment."

Drawing on the long-standing friendship and cooperation between China and Cuba and on Cuba's foreign investment project catalogue, Bi introduced cooperation opportunities in food manufacturing, energy, tourism and other sectors. He noted that Cuba is not only a market worth the attention of Chinese enterprises, but also a useful case for understanding how companies enter emerging markets, navigate investment rules and move projects forward on the ground.

Addressing market access, partner selection, funding arrangements and exit mechanisms, Bi proposed a seven-step approach: identifying opportunities, checking market access, selecting partners, structuring the transaction, arranging funding, managing implementation, and preserving exit options. He stressed that legal services should be brought forward to the stages of investment decision-making and transaction design.
